Key Housing Issues

BATC is a powerful advocate for our members and our industry at the Minnesota legislature, with regional and state regulatory agencies, and at the local level. Through its Public Policy Committee, chaired by Bill Burgess, Lennar Homes, BATC identifies and considers key issues impacting our industry and takes action to protect the American Dream of home ownership in Minnesota.

Stormwater/MIDS

Stormwater management has evolved substantially over the past 20 years. Historically, the goal was to move water off the landscape quickly and reduce flooding concerns. Now we are focusing on keeping the raindrop where it falls and mimicking natural hydrology in order to minimize the amount of pollution reaching our lakes, rivers and streams, and to recharge our ground waters. In order to successfully do so, standards are needed to create consistency in design and performance.

BATC staff and members are active participants in the drafting of the MIDS standards.

Minimal Impact Design Standards (MIDS) represents the next generation of stormwater management and contains three main elements that address current challenges:

  • A higher clean water performance goal for new development and redevelopment that will provide enhanced protection for Minnesota’s water resources.
  • New modeling methods and credit calculations that will standardize the use of a range of “innovative” structural and nonstructural stormwater techniques.
  • A credits system and ordinance package that will allow for increased flexibility and a streamlined approach to regulatory programs for developers and communities.

Wetlands

Wetland preservation has been a priority of the state for several decades, with a ‘no net loss’ policy goal governing our activities. Regulating development along wetlands is an important policy arena – where balance between protection and cost/benefit must be found.

BATC was an active stakeholder in the last Wetland Conservation Act Update in 2008 – ensuring that the new rules were reasonable, and that rules had an underlying scientific basis. Learn more about BWSR and Minnesota’s Wetlands.

 

 

Licensing

The Department of Labor and Industry licenses residential building contractors, remodelers, roofers and manufactured home installers. The department requires certain standards of education and professional conduct be maintained to obtain and retain a license. BATC works with the department on the underlying policies regarding the continuing education, licensure and code development.

Licenses are required for all residential building contractors and residential remodelers who contract with a homeowner to construct or improve dwellings by offering more than one special skill. Owners working on their own property must also be licensed if they build or remodel for the sole purpose of speculation or resale.

The Department of Labor and Industry also makes available information for homeowners about how to safely hire a residential building contractor.
